Tim formed his own small private practice in 1987 carrying out detailed designs and extending his knowledge into the planning and development control regimes. Tim has over 35 years industry experience and was the Head of Development Delivery and Head of Building Control at Ashford Borough Council from the 1990s – 2017 before setting up Rubicon Chartered Building Consulting Ltd in 2017.

In 2004 Tim was elected as Chairman of Kent Building Control Managers and in 2007 was elected as Chairman of the South East Region of LABC (Local Authority Building Control) which he relinquished in 2016.

Since 2010 Tim has been a lecturer for LABC, writing technical courses which he also presented to other building professionals.  The main areas of expertise that he covered is the Building Act 1984 and The Building Regulations 2010 together with the Approved Documents.

In 2014 Tim became a member of the Construction Industry Council Approved Inspector Register (CICAIR) Ltd panel examining applications for Approved Inspectors, undertaking surveillance audits in the monitoring phase of re approvals and sitting on disciplinary panels determining complaints and sanctions against Approved Inspectors.

In his spare time, Tim likes to sleep and play golf.
